Cosmina Moghior is Public Policy Expert at Romanian National Cyber Security Directorate (NCSD). Her professional experience includes providing expertise on cybersecurity practices and certification processes in the NIS Cooperation Group and European Cybersecurity Certification Group (ECCG). She was directly involved in drafting the EU 5G Toolbox, and contributed to the preparation of the EUCC and EUCS cybersecurity certification candidate schemes. Cosmina is currently the lead certification expert in the CEF Telekom funded project “Capacity Building in line with the Cybersecurity Act for NCSD.”

Cosmina is also active in the academic environment as PhD Candidate at the National School of Political and Administrative Studies (SNSPA). She addresses the topic of “European Digital Sovereignty: Technological Independence in the Context of Strategic Confrontation,” where she is aiming to establish the role of the EU in the context of global digital rivalry.
